Warwickshire County Council is making good progress towards a private beta trial of the Blue Badge improvement project.
The plan is to run the private beta for 3 months early in 2017 and to invite Warwickshire residents to participate if they meet the following criteria:
- they already have a Blue Badge
- they were previously eligible for their Blue Badge based on DWP benefits (PIP or DLA)
- their Blue Badge is due to expire during the period of the private beta
During the private beta we will check the applicants’ eligibility online and in real time. If we are able to confirm that they are eligible we will be able to issue their new Blue Badges without needing any further evidence of eligibility.
We have been working on two main fronts.
Firstly, we have been working with GDS on the GOV.UK Verify onboarding process for local government. Warwickshire has recently passed gate 3, which allows us to have access to the GOV.UK Verify integration environment. This means we are in a position to carry out technical integration tests. All of the lessons learned during this process will be available to other local authorities who are taking part in the #VerifyLocal pilots (Concessionary Travel and Residents’ Parking Permits).
Secondly, we have been working on a new Blue Badge application process that will be available to private beta participants through the Warwickshire web site. As part of this work we have been developing a federation broker that will manage the link between our online application and GOV.UK Verify, and a data matching process to handle the data matching requirements of GOV.UK Verify. The federation broker and data matching process should be of interest to other local authorities intending to use GOV.UK Verify. We will share lessons learned once we have these components working.
